I am very concerned about the planned mass killing of thousands of stray dogs in Wanzhou, a district of Chongqing.
In December of last year, you ordered the immediate cessation of mass killings of dogs. The Wanzhou officials' plan for a cull starting March 16 contradicts this order. Please use your influence to put a stop to this plan.
Inhumane, rash responses to outbreaks are not effective solutions to control rabies and other zoonotic diseases. Studies show that dog removal programs fail to achieve lasting population reduction, and that high population turnover actually encourages the spread of rabies. The World Health Organization has stated that stray dogs cannot be eliminated from the streets through mass killing.
I strongly urge Chinese government officials to work with local and international animal protection groups to help in the drafting, implementation, and enforcement of programs and laws that will prevent such reactions in the future.
Thank you for your action to help animals last year. I hope you will continue to show such compassion for animals and the people who care for them.
